It is an enclosure that provides the inert gas atmosphere (argon) necessary to weld titanium and other refractory metals. Typically argon is used to purge air from the chamber.
Many welding chambers are made by converting aquariums, sandblasters or beach balls--products obviously designed for a different purpose. They purge inefficiently, usually lose all their argon when you open them, and allow minimum visibility for the user.
